In reply to your sypher telegram of the 25th

June, since the outbreak of war there has been transhipped

in the Netherlands Indies for Hongkong, Manila and Shang-

hai, a certain amount of earge from European neutral ports. Subsequent to the passing of the Certificates of Origin

Ordinance careful match has been kept an manifests of

vessels from Netherlands Indies. Obviously the bulk of

the cargoes is not of enemy origin. However in a recent

case 117 cases of chemical products consigned to the

Netherlands Trading Society, Shanghai, from Rotterdam has

been noticed. These may or may not be of enemy origin. In

the same vessel were netised some other small doubtful

cargoes consigned to Shanghại,

The remedy would be to demand certificates of

origin for transit oarge adding to the schedule of the

Certificates of Origin Ordinance "the Netherlands Indies".

This can be done, but the result would be a serious inter-

ference with trade and the possible effect would be to

drive cargoes to Shanghai and elsewhere direct. On the

evideme which I have at present the doubtful cargo is so

small that I am of opinion that no such drastic action

is called for.
